3rd World Labour: Pandemic Edition

Somewhere in a 3rd world country, you are a laborer who tries to survive daily without enough state welfare benefits. When a pandemic occurs, you have to decide to risk your life by working outside or staying safe at home without cash to spend.

In 3rd world labour, there are construction sites that players have to build them up. When the 4th building was completed, the richest player will be a winner. Yes, in the 3rd world country the richest man always wins.

Each round, players have to decide to take action between "Go to work outside" or "Stay safe at home".

"Go to work outside"

 Pick a construction site to work
 Place the corresponding color of blocks on the construction site.
 If the block is placed on a star symbol, take a bonus event card.
 Take income equal to the number of blocks placed and spend the expense.
 If there are other players on the same site, the player has to take a sickness card. When there are more than 2 sickness cards, reveal the rightmost card and take effect.

"Stay safe at home"

 Roll the dice and spend the expense.
 Discard all the sickness cards.
 Spend the money to buy the new skill card.

The player can take the free action to buy the lotto, pay their debt, and take more loans anytime in their turn.

For each building that was completed.

 The player who finished that building gets 3 coins.
 all players have to pay the interest according to their debt card.
 The lotto prize was announced.

And the winner is the richest player when the 4th building was completed!

Why ?

Because the richest man can survive by buying the better service that their government can't provide to citizens by themself.
