Place the main board, action board, and bonus board; each player gets an architect board, 6 building tiles, 7 pawns (5 to the side, 2 to Justice Palace), and 4 markers; distribute a Georges Bruguier card in 5-player games; stack position tiles, place the cursor and compass, and randomly place 6 compass tiles; shuffle and draw 4 public figure cards; shuffle the stock market deck; sort and stack art tiles by color and black, then each player draws one colored art tile; shuffle and draw 5 bonus cards; determine the first player and distribute starting money.

To set up, place the main Bruxelles 1893 board in the center of the table. Next to it, arrange the action board by ordering the five action strips (either basic or advanced side up) and placing them to form a new board. Below the action board, place the bonus board. Each player chooses a color and receives their architect board, six building tiles (placed on their architect board to cover the building spaces), seven pawns (five in their personal supply, two placed in the Justice Palace on the main board), and four markers. In a 5-player game, each player receives a Georges Bruguier card; otherwise, it's returned to the box. Sort the position tiles by year (1893-1910) and stack them on the main board with the oldest year on top. Place the cursor in the center of the studio space and the compass hands as shown, then randomly place six compass tiles around the compass. Shuffle the public figure deck and draw four cards face-up onto the corresponding spaces in the Royal Theatre. Shuffle the stock market deck and place it face-down on its designated space. Sort the colored art tiles into four piles by color, shuffle each pile, and place them face-down. Do the same for the black art tiles, forming two face-down piles. Each player draws one colored art tile at random. Shuffle the bonus card deck and draw five cards face-up onto the bonus board. Determine the first player, who receives the Manneken Pis token and 5 Belgian Francs. The second player receives 6 Francs, the third 7, the fourth 8, and the fifth 9. Finally, place reserves of materials (wood, stone, iron) and money (1 and 5 Francs) beside the main board.

The game unfolds over five rounds, each corresponding to a position tile. Each round consists of four phases: Stock Market, Actions, Resolution, and Cleanup. In the Stock Market phase, the first player reveals a stock market card, which determines which action spaces on the action board are available for the round. During the Actions phase, players take turns placing their pawns on available action spaces on either the main board or the action board. Placing a pawn on the main board requires placing additional pawns if the space is already occupied, with increasing costs for subsequent placements. Placing a pawn on the action board requires placing money for a bid on a bonus card. Each action space allows players to perform a specific action, such as collecting materials, selling artworks, constructing buildings, or acquiring public figures. Players continue taking turns until all players have passed. The Resolution phase involves resolving bids for bonus cards, determining the new first player based on Manneken Pis tokens, resolving bonus card effects, and determining majorities for shields on the action board. The Cleanup phase prepares the board for the next round, returning pawns, refreshing cards, and advancing the exhibition tile.
Punctaj
Victory points are accumulated throughout the game and at the final scoring. During the game, players earn points by selling artworks (based on the cursor's position in the studio), constructing buildings (based on architect level and building type), and activating public figures. At the end of the game, players receive points for submitted bonus cards (based on sets of money or artworks), their architect level multiplied by the number of constructed buildings, and for each noble material they possess. The player holding the Manneken Pis token at the end of the game also receives 5 victory points. The player with the highest total victory points is declared the winner.

The game concludes after the fifth round has been completed, specifically after the Resolution phase of the fifth round. At this point, players proceed to the final scoring. All accumulated victory points from various sources are tallied. This includes points from the victory point track, submitted bonus cards, architect level and constructed buildings, noble materials, and the Manneken Pis token. The player with the highest total score wins. In case of a tie, the tied player with the most money wins. If still tied, the tied player with the most remaining pawns wins.
