The Russian card deck consists of the following types of cards: Mission, Strategy, Units, Weapons, Politics, and Leaders. The Afghan deck includes Units, Weapons, Leaders, Advantage, Morale, and Strategy cards.
"Game End: The game ends when the Russian player has no cards left in his deck. Victory: The Soviets win if they ever get 3 Pacification counters. The Afghans win if the game ends before this."
