Setting up 1822: The Railways of Great Britain involves thirteen precise steps. First, place the main map board in the center of the table. Next, organize the bank with 12,000 units and distribute starting capital based on the player count. Sort all track tiles by color and type, and arrange the dividend tracker, bank pool, charters, and share certificates near the map. Stack concession cards, minor company certificates, and private companies in their designated areas, then fill the bidding boxes. Place a round marker on the round-cycle track, choose a banker, and give each player the correct number of bidding tokens. Arrange train cards in ascending order, shuffle and distribute player-order cards, and finally place the London token on the map.

The ultimate goal in 1822: The Railways of Great Britain is to become the most successful investor by achieving the highest personal wealth. Personal wealth is calculated at the end of the final round by summing your remaining cash and the total market value of all stock shares you own, minus any outstanding loans.

Gameplay revolves around round cycles consisting of stock rounds and operating rounds. During a stock round, players take turns in order to sell certificates, repay loans, buy shares, convert concessions, or place and up bids. When operating rounds occur, companies run in a specific order: private companies and concessions first, followed by minor companies in descending stock price, and major companies in descending stock market price. Each company operation involves a series of steps including housekeeping, acquiring private companies, laying or upgrading track, checking destinations, placing station tokens, running trains, paying dividends, buying trains, acquiring minor companies, and issuing or redeeming stock.

There is no interim scoring phase; all scoring occurs at the very end of the game. Players calculate their final net worth by combining their cash reserves and the current market value of all held stock certificates, then subtracting any active loan penalties.

The game can end under three distinct triggers: if the first stock round concludes with zero sales, if a stock token reaches the designated game-end space on the track, or if the bank pool completely runs out of money during an operating or stock round.
