To set up Agent Avenue, each player receives a hand of four agent cards. Players then place their agent pawns on the designated starting spaces of the circular game board. The draw pile, containing the remaining agent cards, is placed within reach, and in advanced mode, the Black Market cards are also set aside.
Objective
The primary objective of Agent Avenue is to catch your opponent's agent by moving your pawn to the same space as theirs. However, there are also alternative win and loss conditions. On your turn
A turn in Agent Avenue consists of three main actions. First, a player chooses two agent cards from their hand: one to play face-up and one face-down. These two cards cannot be of the same agent type unless all four cards in the player's hand are identical. Before playing, a player has the option to discard a card from their hand, but this can only be done four times per game. After the cards are played, the opponent chooses one of the two offered cards, and the active player takes the remaining card. These chosen cards then dictate the movement of the players' agents.
Scoring
Movement in Agent Avenue is determined by the numerical values on the chosen agent cards. Each agent card displays three numbers, indicating the movement points for the first, second, and third (or subsequent) times that specific agent type is played. For example, a 'Sentinel' card might show '0, 2, 6', meaning the first Sentinel played moves 0 spaces, the second moves 2, and any subsequent Sentinels move 6 spaces. Conversely, 'Saboteur' cards have negative values, causing agents to move backward. Players move their agents clockwise around the board based on the movement points of the card they received.

The game concludes under several conditions. The most direct way to win is by landing your agent on the same space as your opponent's agent. Alternatively, a player can win by collecting three Codebreaker cards. A player immediately loses if they accumulate three Daredevil cards. If the draw pile of agent cards is exhausted, the game ends, and the player whose agent is closest to catching their opponent's agent (i.e., has the smallest distance between them in the clockwise direction) is declared the winner.
