Shuffle the decree tiles and place four randomly, one in each period slot, noting that some may increase decree values. Next, shuffle the private destination cards, place two stacks face down, and reveal five face up in the designated locations. Shuffle all art cards to form a deck, place it, and reveal five face up. Separate title tiles by color, draw one dark green and two lighter green, placing them face up in their respective slots, setting the rest aside. Each player receives a player board, chooses a color, and collects 10 ships, 6 lighthouses, 3 cubes, a score marker, and a bread token. Place 4 ships in your bay, 6 in your shipyard, and lighthouses in slots 7-12 of your granary. The first player places their bread on '3' in their granary, with subsequent players placing theirs one level higher. Separate starting character cards, and in reverse turn order, each player chooses one, collecting a matching symbol token for their player board.
