Blackout: Hong Kong

Set up Blackout: Hong Kong by placing the central board with its map of districts and resource rondel in the middle of the table. Provide each player with a player board, starting hand of cards, starter objective cards, four starting Hong Kong dollars, five tracking tokens, and two cubes on the map. Set up the display of objectives, volunteers, specialists, and contingency plans alongside the resource dice and supply components.

The main goal is to navigate the post-blackout city of Hong Kong by gathering resources, recruiting volunteers and specialists, securing districts on the map, and completing objectives and emergency plans to score the highest number of victory points by game end.

Rounds consist of eight phases: rolling resource dice to determine available supplies, playing cards simultaneously to three column slots on player boards, deploying volunteers and specialists for resource collection, fulfilling objectives and contingency plans, scouting districts on the map for tokens, purchasing new objectives from the display, cleaning up remaining food and water supplies, and securing districts by fully enclosing areas with cubes.

Final scoring awards one point for every five remaining Hong Kong dollars, bonus points for unique sets of scouting tokens collected throughout the game, and points for high-value cards successfully retrieved from your hospital area before the game concludes.

The game triggers its final round and eventual conclusion when the central draw deck is completely depleted and can no longer refill the objective and card displays, after which final scoring takes place.
