The Bureaucrat is a Town character in Blood on the Clocktower. The Bureaucrat is a character from the Trouble Brewing script, which is the base script for the game. The Bureaucrat is a Town character, meaning they are on the side of Good and want to execute the Demon.
Objective
Each night, choose a player (not yourself); their vote counts as 3 votes tomorrow. The player you select will not be informed unless you tell them. This ability can be used to influence the outcome of execution votes, either to help the Town execute a Demon or to help the Evil team save a Demon.
On your turn
When an execution vote runs, the Storyteller will announce the selected player's vote as counting for 3. This means that if the selected player votes for someone, their vote will count as 3 votes instead of 1. This can be a powerful ability to sway the vote in favor of your team.
Scoring
If another vote happens that day, the same effect will occur, but this will not occur on votes for your Exile! This means that if there are multiple execution votes in a day, the selected player's vote will count as 3 for all of them. Even if the selected player dies, their dead vote will still count as 3 if they choose to use it.
Game end
If you are exiled, your ability goes away, but the votes that have already occurred will be unaffected. This means that if you are exiled, you will no longer be able to choose a player to have their vote count as 3. However, any votes that have already been cast with your ability will still count as 3.

A Good Bureaucrat should ensure they pick a Good player. If a Virgin is confirmed, they'd be a great choice! Letting town know that you told your choice you selected them can help earn you trust, and prevent an evil player from blaming a suspicious vote on you. An evil Bureaucrat can effectively double the Evil Team's voting power. It's risky, but you could pick a Confirmed Good player first to help earn you trust, then stick to Evil players afterwards. If town asks why you changed, say you worried that the confirmed player would be killed! If there's a Thief in play, watch out for them so you don't accidentally give your team a -3 vote.
