The evidence cards should be placed face up, organized by type, ready to be moved to the evidence board as clues are found.

The app tracks the in-game time, which progresses by 5 minutes for each action taken (scanning an object, interrogating a person, or observing a scene) and 20 minutes for moving between locations.
