While the ships share sea regions from where they can build new houses in harbor cities of the Roman Empire, the land units offer additional new strategic choices inside a separate area on the board. It is a double sided board, designed for either 2 to 4 or for 3 to 5 players. You win by appeasing the Roman Gods in the usual manner of Concordia.
