Players openly represent one of the five factions, but their votes remain secret, shaping the empire’s future through hundreds of unique Decree cards — wars, trade booms, holy festivals, secret prophecies, or devastating disasters.
Every decision has consequences: decrees can shift power, grant influence, or unleash chaos. Alliances are forged and broken, supporters rise and betray, and influence is earned in shadows. When the time is right, a faction may demand the Crown Vote, forcing all others to decide whether to support or oppose their claim.
