Setup
Each player selects a faction (Raiders, Enclave, Super Mutants, or Brotherhood of Steel) and takes their corresponding faction card. Separate the faction cards from the main deck, then shuffle the remaining cards to form the player's individual deck, placed face down next to their faction card. Each player also takes their faction tokens and all other game tokens (e.g., influence, victory points) are placed in easily accessible piles.

A player's turn ends when they run out of playable cards, cannot play any more cards, or choose to pass. Players can still play Power Play cards after passing if their stipulations are met.
Scoring
At the end of each round, a Wasteland Event card is drawn and its effects resolved. Then, check for any 'End of Round' effects on cards in play. Next, players check influence at each location: the faction with the highest total agent power in a location gains one victory point for dominating that location. If there's a tie for influence, no one gains a victory point for that location. Finally, influence degrades: every player loses one influence in each location where they do not control an agent, though influence cannot drop below one due to degradation.
Game end
The game concludes at the end of any round where a player has accumulated 10 or more victory points. That player is declared the winner. If no player has reached 10 victory points, a new round begins: players draw cards until they have four in hand, and the player with the most victory points currently takes the first turn.
