Next, shuffle all the hexagonal ice floe tiles face-down and then place them face-up randomly onto each space on the assembled board. Each player receives a number of penguin tokens based on the player count: two penguins for four players, three for three players, and four for two players. Starting with a chosen player and proceeding clockwise, each player places one of their penguins on any ice floe tile of their choice until all penguins are on the board.

Scoring

The player with the highest total number of fish wins the game. In the event of a tie in fish count, the tied player who collected the most ice floe tiles (regardless of fish count) is declared the winner. If there is still a tie, all tied players share the victory.
Game end
The game continues with players taking turns moving their penguins and collecting tiles until a player cannot make any legal moves with any of their remaining penguins. When this happens, that player collects all their remaining penguins along with the ice floe tiles they are currently standing on, and their participation in the game ends. The other players continue to play until they, too, can no longer move any of their penguins. The game officially ends when all players have removed their penguins from the board.
