The rules, step by step

Setup
Set up the Iberia board by placing the research station marker, infection rate and outbreak markers, and shuffling the infection deck to draw initial disease cubes onto the map. Each player receives a specific character role card with unique abilities, a starting hand of player cards, and pawns placed at the designated starting locations. Prepare the supply pools of wooden cubes, railway tracks, and hospital tokens.
Objective
The main objective in Pandemic: Iberia is fully cooperative. Players act as members of the Second Royal Philanthropic Expedition, traveling across the Iberian Peninsula to treat infections, build railways and hospitals, purify water, and ultimately discover cures for four historical diseases: malaria, typhus, cholera, and yellow fever.
On your turn
A player's turn consists of three main phases. First, perform up to four actions, which include moving by carriage, boat, or train, building railways, treating diseases, purifying water, building hospitals, or sharing knowledge. Second, draw two player cards from the deck, resolving any epidemic cards immediately. Finally, draw infection cards and add disease cubes to corresponding cities on the map.
Scoring
As a cooperative board game, Iberia does not use a competitive scoring system. Success or failure is binary: either the team successfully cures all four diseases, or they lose together when specific failure conditions are met.
Game end
The game ends in victory as soon as all four disease cures are discovered. Conversely, the players lose immediately if the outbreak marker reaches the end of its track, if the infection cube supply runs out when adding cubes, or if the player deck runs out of cards during a draw.
Tips
To maximize your chances of winning, maintain good communication with your teammates to coordinate card trades and utilize character abilities effectively. Prioritize building a solid railway network early to reduce travel times, and keep a close eye on infection rates and outbreak thresholds to prevent sudden collapses in high-risk regions.
