The rules, step by step

Place the game board, which represents New York and its five boroughs, in the center of the playing area. Each player chooses a monster and takes the corresponding monster board and figure, setting their star count to 0 and life points to 10. Shuffle the building and unit tiles, forming stacks of three with the building side up, and place three stacks in each borough. Shuffle the power cards and place three face-up, along with the two special cards (Super Star and Statue of Liberty). Take the six black dice for general play, and keep the two green dice, energy cubes, and tokens nearby for when they are needed.

Next, players decide whether to move their monster, potentially entering or moving within Manhattan. Finally, players can spend energy cubes to buy available power cards or discard cards to reveal new ones.
Scoring
Stars are gained in several ways: rolling star symbols on the dice (especially with the Super Star card), destroying building and unit tiles, and entering or staying in Manhattan. Players in Manhattan gain stars and energy at the start of their turn, with higher zones granting more rewards. The Statue of Liberty card also grants bonus stars. Losing the Statue of Liberty card results in a loss of stars.
Game end
The game concludes in one of two ways: either a player immediately wins by reaching 20 stars, or a player wins by being the last monster remaining after all other monsters have been eliminated. If multiple players reach 20 stars simultaneously, the player with the most stars wins. If there's a tie, the player with the most life points wins.
