Setup

Players start with five cards, five influence, a church tile, and personal boards containing warehouses, stores, and scoring markers.

The rules, step by step

Setup
Lisboa is set up by placing the main game board centrally, which features the royal court, treasury, downtown building areas, and influence tracks. Each player receives a personal portfolio player board, which tracks their warehouse capacity for goods and rubble, active cards, state officials, clergy tiles, and ships. Players start with a hand of five cards, five influence, one clergy tile, and standard starting resources depending on player count and setup variants.
Objective
The main objective of the game is to rebuild the city of Lisbon following the catastrophic 1755 earthquake, tsunami, and fires. Players act as nobles working alongside the king, prime minister, and royal builder over a period of 22 years divided into two distinct time periods. By managing resources, constructing downtown stores and public buildings, producing goods, and building ships, players aim to accumulate the most victory points, known as wigs.
On your turn
A player's turn consists primarily of playing one card from their hand of five. The card can be played to their personal portfolio board to store goods and gain ongoing economic benefits, or played to the central royal court to visit nobles and take corresponding state actions. Visiting nobles requires spending influence based on the number of state officials present, and allows players to hire officials, acquire building plans, construct buildings, or build ships. After taking main actions, players can sell goods to ships or trade with nobles, and must end their turn by drawing back up to five cards, while other players may follow the action by spending royal favor tokens.
Scoring
Scoring happens dynamically throughout the game and is formally evaluated during mid-game and end-game scoring phases. Points are awarded based on ship hull sizes, completed sets of rubble cubes cleared from the board, majority control of colored public buildings in downtown rows and columns, personal decree cards, unspent royal favor tokens, and official markers on completed building plans.
Game end
The game is played across two major periods. The first period ends when a player completes two full sets of rubble cubes or three draw decks are depleted, triggering mid-game scoring and a card refresh. The final game end is triggered under the same conditions during the second period, leading to final scoring across all seven categories after which the player with the most victory points wins.
Tips
Strategic planning is critical due to the tight economy and interdependent actions. Always keep an eye on the fluctuating treasury value, which affects the cost of actions and goods. Managing your influence carefully and positioning your buildings to block opponents while securing majorities will give you a significant advantage in this deep, card-driven euro game.
