Setup
The game board is divided into regions, with a central mountain range. The Light player places four character pieces in their starting region and distributes the remaining five pieces across five adjacent regions, with a maximum of two pieces per region. The Dark player follows the same setup rules on their side of the board. Each player receives a hand of cards, consisting of numbered cards and spell cards. The numbered cards add to a character's strength in combat, while spell cards provide special effects. Each card can only be used once per hand until all cards are played, then the hand is refreshed.

On your turn
The Dark player begins the game. On each player's turn, they must move one of their character pieces one step forward into an adjacent region. Movement is always forward, towards the opponent's side of the board. Certain special regions, like the Mines of Moria or the Anduin River, offer unique movement options or risks. For example, moving through the Mines of Moria might lead to an encounter with the Balrog, instantly eliminating the moving piece if the Balrog is present.
Scoring
Combat is initiated when an attacking piece moves into a region occupied by an opponent's piece. Both players secretly choose a card from their hand to play. The cards are revealed simultaneously. First, any special effects from the characters or played spell cards are resolved, with the Dark player's effects taking precedence if applicable. Then, the numerical strength of the characters (printed on the piece) is added to the value of the played numbered card. The player with the higher total strength wins the combat, and the losing piece is removed from the board. In case of a tie, both pieces are removed. Played cards are discarded.
Game end
The game concludes immediately when either the Light player successfully moves Frodo into the Mordor region and Frodo survives, or the Dark player either eliminates Frodo from the game or successfully moves three of their character pieces into the Light player's starting region. The first player to meet their victory condition wins the game.
