To set up the game, first place the three hexagonal ancient tiles randomly on their designated spots on the main board. Next, randomly place the six university tiles, numbered I to VI in Roman numerals, on their corresponding circular spaces. Then, randomly place the seven square city tiles on their designated spots. Following this, distribute the 18 bonus tokens randomly on the golden circles, ensuring to match the player count indicated on the board (2+, 3+, or 4+ players). Finally, place one objective banner tile on its designated spot on the main board, with the remaining nine objective tiles set aside for other boards or future games.

The primary objective in Newton is to accumulate the highest number of victory points (VP) by the conclusion of the game. Players achieve this by strategically performing actions such as traveling across Europe, studying at universities, developing new technologies, completing various tasks, and collecting books. Each of these activities contributes to a player's overall score, encouraging a balanced approach to gameplay.

During a player's turn, they will choose and play an action card from their hand. The chosen action card determines the type and strength of the action performed. Players can improve their action cards over the course of the game, making their actions more powerful. The game is not a deck-building game but rather focuses on hand management, where players decide which actions to prioritize and how to best utilize their available cards.

Victory points are awarded for several achievements throughout the game. Players earn points by visiting cities and universities on the main board, completing technology tracks on the central board, acquiring invention and specialization tiles, and collecting sets of books on their individual player boards. Additionally, fulfilling the conditions of the objective banner tiles and having remaining money at the end of the game can also contribute to a player's final score.

The game of Newton concludes after five rounds of play. Each round consists of players taking turns performing actions until all action cards have been played. Once the fifth round is completed, players proceed to the final scoring phase. All accumulated victory points from various sources are tallied, and the player with the highest total score is declared the winner.
