The rules, step by step

Setup
Place all 7 tokens in a pile in the middle of the table. Shuffle the cards and deal one face down to each player. Players can look at their card but should not reveal it. For any number of players, draw one card at random from the deck and set it aside face down without looking at it. For a 2-player game, draw three cards from the deck, place two face up and one face down. Arrange the remaining cards face down in the center of the table to form a draw pile. Randomly choose a player to start the game.
Objective
In Power Hungry Pets, your goal is to win as many rounds as possible by having the highest value card at the end of the round, or by eliminating all other players. The game ends when a player collects enough tokens to win.
On your turn
On your turn, draw the top card from the draw pile. You now have two cards in your hand. Choose one card to keep and one card to play by placing it face up in front of you. Keep all cards you've played face up in front of you so everyone can see them. Then, immediately perform the action on the card you chose to play. Your turn then ends, and play continues clockwise.
Scoring
If someone plays a card that eliminates you, place the card from your hand face up in front of you without performing its action. You do not play any more turns for the rest of the round. If all players except one have been eliminated, the remaining player wins the round and takes a token. If the round ends because all cards in the deck have been played, all players who have not been eliminated reveal their hand cards. The player with the highest numbered card wins the round and takes a token. If two or more players have the same highest value card at the end of the round, check the cards placed face up in front of each player. The player with the highest value card in front of them wins the round and takes a token.
