Place one town card face up, two railroad cards, and four random building cards on the board, then place goods tokens on their lowest value spaces.

The rules, step by step

Setup
To set up the game, first place one town card face up from the town deck onto its designated space. Next, deal two railroad cards face up from the railroad deck to their respective spaces. Then, draw four random building cards and place them face up in the building row at the bottom of the board. Finally, place one goods token of each type on the lowest value space of its corresponding market track.
Objective
The objective of Raccoon Tycoon is to accumulate the most victory points by the end of the game. Victory points are primarily earned through collecting sets of railroad cards, acquiring town cards, and purchasing building cards. Players must strategically manage their resources and market influence to become the most successful tycoon in Astoria.
On your turn
During your turn, you must choose one of five possible actions. You can play a Price & Production card to increase the value of a good and produce three units of another good. You can sell goods from your supply to earn money, which will also decrease the market value of those goods. You can bid on a railroad card, with the starting bid indicated on the card. You can buy a town card by paying the required goods, which will grant you victory points. Lastly, you can buy a building card by paying its cost, gaining special abilities and victory points.
Scoring
At the end of the game, players score victory points from several sources. Points are awarded for sets of railroad cards, with more cards in a set yielding exponentially more points. Each town card provides a base number of victory points, and some offer additional points if you also own specific railroad cards. Finally, each building card you own contributes one victory point to your total score.
Game end
The game concludes when either all town cards have been purchased or all railroad cards have been auctioned off. Once one of these conditions is met, all players get one final turn to complete their actions. After this last round, players tally their victory points from railroads, towns, and buildings, and the player with the highest total score is declared the winner.
Tips
To excel in Raccoon Tycoon, focus on diversifying your investments across railroads, towns, and buildings. Pay close attention to market prices when selling goods, as timing can significantly impact your earnings. Don't underestimate the power of building cards, as their special abilities can provide crucial advantages throughout the game. Also, try to collect matching railroad and town cards for bonus victory points.
