Place the game board and action tokens within reach. Separate population cards into infected and healthy decks, then remove specific citizen types based on difficulty. Shuffle infected cards and deal a number into a pile, then shuffle them with healthy cards to form a face-down population deck. Place the remaining infected cards in the infection supply area. Shuffle Raxxon cards into a face-down pile and place the Raxxon power token on zero. Each player chooses a character sheet, ensuring the correct player count is face-up. Randomly select a first player.
