Rise

To set up High Rise, place the long, multi-neighborhood board in the center of the table. Set out the current round's blueprint card showing building formulas, action spaces, tenant tiles, power cards, and the neutral mogul marker. Each player receives a player board representing their construction yard, player markers, and a supply of building pieces.

The main goal is to build impressive high-rise towers across the city's neighborhoods over three rounds (representing decades), while carefully managing your corruption level. Players must balance acquiring construction materials, managing yard space, utilizing action spots, and navigating the neutral mogul to outscore their opponent.

On your turn, advance your player piece along the track as far as you wish within the next available action group. Perform the actions of the space you land on—such as gathering construction pieces, activating tenant tiles, drawing power cards, or building high-rises. Be mindful of turn order, as the player furthest behind goes next, sometimes allowing multiple turns in a row.

Scoring happens at the end of each round and the game's conclusion. Players earn points for having the tallest buildings in individual neighborhoods and globally across the city. Additional points come from remaining materials, power card synergies, and special bonuses. Corruption is penalized based on relative standings between players.

The game concludes after three full rounds of ten years each. After the final round's scoring phase, players tally remaining materials and apply final corruption penalties to determine the winner.
