The city of Emi is continuing rapid development, so development of a railway network is needed. The players are rival development chiefs for this network.

Players will lay tiles to extend each line and increase revenue, hopefully passing tourist destinations along the way. Each connected station earns the player greater revenue. The player with the greatest revenue at the end of the game is declared the winner.
