When using this resource, during the Activation Phase, any ship in your fleet may:
Disable 1 of it's Tech upgrades to perform any Action on its Action Bar as a free Action. OR
Discard 1 of it's already disabled Tech upgrades to perform an Action on its Action Bar as a free Action.
A ship may not perform any other free Actions the round it uses this ability.
