"Stonewall" Jackson's Shenandoah Valley Campaign consists of a set of divisional level miniature wargame rules and a highly political campaign system. The players all play on the Union side, in the positions of Banks and his divisional commanders.
The campaign system is designed to generate battles, either by player initiative or automated Southern attacks. The players choose each turn to train their troops, administer conquered areas, indulge in 'politicking' in Washington, write or execute orders, request reinforcements or send them to McLellan's army in the Peninsula. If no Union forces contact the Confederate forces, the latter will make contact.
The miniature combat rules are aimed to portray small battles 2-6 brigades on each side) in a short game. They emphasize terrain, reserves, command ability and troop quality.
