The rules, step by step

Setup
After players have finished all their actions during a war, they will first earn income. Players gain gold equal to their population level on the population track, and then gain gold equal to the number of control markers they have on the map.
Objective
Players will score victory points for each of the 11 victory point regions on the map. Each region has two or three victory point values listed. The player with the highest total of control markers in a region gets the highest value, second place gets the second highest value, and third place (if applicable) gets the third highest value. In games with 4 to 7 players, ties are friendly, meaning tied players share the points. In 2 and 3 player games, non-player major control markers make ties unfriendly, meaning tied players do not share points and are bumped down in scoring.
On your turn
Once all regions have been scored, all local alliance markers on the map are returned to their owners. The grand alliance markers are moved to the side to prepare for the new auction. Any flipped tiles are restored back to their ready side. The war marker is advanced to the next war, and the game phase marker is placed in Phase 1. If finishing the first or second war, the board is seeded with neutral region markers as indicated in the rulebook.
Scoring
Once players have earned their income, they must maintain their units by paying gold equal to the number of units on the map at that time. They pay 1 gold for each army, navy, and fort. Players cannot choose to remove a unit rather than maintain it. If they don't have enough gold to pay the maintenance, they must use taxation to get the gold. Anytime taxation occurs, a player must draw an unrest token from the bag. After paying maintenance, players increase their population by 5 on the population track. Population may never be less than 0 or more than 9.
Game end
The game ends at the conclusion of the 3rd War after Phase V. Players must assess any unrest they've received during the course of the game. Any player with 20 or more unrest reduces their victory points to 0, as their country has gone into revolution and is out of the game. Among the remaining players with less than 20 total unrest, penalties are assessed. When playing with 4 or more players, the player(s) with the highest total unrest lose 7 victory points, and the player(s) with the second highest total unrest lose 4 victory points. All tied players lose the full value. When playing with 3 players, the player(s) with the most unrest lose 7 victory points, and the player(s) with the second most unrest lose 4 victory points. When playing with 2 players, the player with the most unrest loses 7 victory points; if tied, no one loses any victory points.
Tips
The player with the most victory points wins. If there is a tie, the tied player with the least unrest wins. Track victory points along the left side of the board and use the game phase marker along the top of the map to indicate which regions have already been scored.
