In each turn, players roll die for initiative, and then move admirals alternately by initiative . Battles, control of sea zone and replacement are affected by admiral's abilities.

Victory points that determine the winner of the game are mainly obtained by controlling 14 sea areas, and also from the killed in action of enemy admirals.
