Setup
To set up Tobago, first assemble the island board using the three foldable puzzle pieces (A, B, C), which can be arranged in 32 different combinations. Place the palm trees, huts, and statues on the board, ensuring that identical types are at least four spaces apart and statues are not on coastal fields but face an adjacent terrain type. Each player chooses a colored car and receives 15 wind roses. Shuffle the 27 treasure cards, insert two curse cards into the bottom 27 cards, and place the remaining 12 on top. Shuffle the 21 amulet cards and place them in a stack. Each player draws four treasure cards (six in a two-player game) to keep secret. Finally, create four piles of clue cards, one for each treasure color, and place a wind rose of each player on each pile.

On your turn
The player who last visited an island starts the game, and play proceeds clockwise. On your turn, you have two main options: (A) Play a clue card or (B) Move your car. When playing a clue card, you must place it on one of the four treasure piles, ensuring it doesn't contradict existing clues, provides new information, and leaves at least one possible treasure location. After playing a clue card, place one of your wind roses on that pile. When moving your car, you can move up to three steps. A step is defined as moving to an adjacent field of a different terrain type, or moving any number of fields within the same terrain type. After moving, you may pick up an amulet if your car ends on a field with one.
Scoring
When a treasure's location is narrowed down to a single field, it is found. The player whose car is on that field (or who moves to it) claims the treasure. All players who contributed wind roses to that treasure pile receive a share of the treasure cards. The player with the most wind roses on the pile gets the top card, the second most gets the next, and so on. If there's a tie, the player closest to the treasure gets priority. Treasure cards have values from 2 to 6 gold. The player with the highest total gold value from collected treasures at the end of the game wins. There are no tie-breakers.
Game end
The game ends immediately when all treasures have been found and distributed, or if at any point a treasure's location becomes impossible to determine (e.g., all possible fields are eliminated by clues). If a curse card is revealed during treasure distribution, all players with wind roses on that treasure pile are cursed and must discard their highest-value treasure card. After a treasure is found, all clue cards for that treasure are discarded, and a new treasure card is drawn to replace it, along with new clue cards.
Tips
Amulets offer powerful advantages. You can spend an amulet to avoid a curse, take an extra action (either playing another clue card or moving your car again), remove a location marker from the board, or swap your wind rose with another player's on a clue card. In the advanced variant, you can also spend an amulet to place two wind roses on a clue card or swap two of your wind roses with another player's. Strategic use of amulets is crucial for controlling the flow of information and securing valuable treasures.
