The rules, step by step
Setup
To set up the game of Welcome To..., each player receives a scoresheet representing their neighborhood, which they can personalize with a name. Place the three decks of cards face down in the middle of the table, and flip the top card of each deck to form three pairs, each consisting of a house number and an associated effect symbol. Finally, draw three city planning cards and place them face up in numerical order near the decks to show the objectives players are racing to complete.

On your turn
On each turn, all players simultaneously look at the three revealed pairs of house numbers and effect symbols. Each player chooses one pairing, writes the house number in an empty house on one of their streets in ascending numerical order, and optionally applies the corresponding effect such as building a fence, using a real estate agent, constructing a park or pool, or modifying the house number.
Scoring
At the end of the game, players score points by evaluating several categories. You earn points for completing city planning objectives, having the lowest numbers in your park columns, maximizing the multiplier values of your real estate agents, and fulfilling your estate sizes. Points are subtracted for any building permit refusals you were forced to take and uncompleted estates.
Game end
The game can trigger an end under three different conditions: immediately when any player successfully completes all three city planning cards, when a player fills every single house on their scoresheet, or when a player is forced to take their third building permit refusal.
